windows 10 - camera access disabled
lenovo laptop with windows 10 x 64 pro, spring update [Version 10.0.17134.112]
i have a built in webcam and a usb MS LifeCam HD-3000 which are invisible to OBS broadcaster and Cyberlink YouCam (it came with the laptop)
both cameras are visible and enabled in the device manager, drivers are current and there's no windows updates pending for download or install
windows pc settings > privacy > camera says settings are hidden or managed by my organization. but i am the organization, i have , and am running on, an admin account. says also that access for the device is off, the Change button is disabled, and the Allow App Access slider is off and disabled.
i have a pc with the same windows version, and these settings on it are all off, but NOT disabled
(also does this for Location, Microphone, Notifications, Account Info, Contacts, Calendar, Call History, Email, Messaging, Radio, and Other Devices. all disabled/off.) googling suggests gpedit.msc settings, enabling telemetry at level 3 under data collection and preivew builds, but after a reboot that didnt fix the issue.
windows image acquisition and windows camera frame server services are both running.
ive heard the fall creators update may have disabled cams/mics, and something about a more recent update doing the same, but my pc is unaffected, just my laptop.
have spybot antibeacon to mute windows telemetry. no other utilities doing the same task.
spybot S&D, avira, malwarebtyes all come up clean
i use the cam very rarely, so i dont know when it last worked
the microphone on the LifeCam *is* visable to OBS as an audio source, and it shows up in the sound control panel as well
